Jakarta Speeds Up Decile Data Updates for Social Assistance Recipients

Jakarta Social Agency Head Iqbal Akbarudin said updating data on prospective social assistance recipients remains a challenge in implementing the National Single Socioeconomic Data (DTSEN).

According to Iqbal, the decile system is expected to improve the accuracy of social assistance recipient data. The Jakarta Provincial Government is also speeding up the implementation of DTSEN in line with Presidential Instruction (Inpres) No. 4/2025 on National Single Socioeconomic Data.

He explained that DTSEN combines several data sources, namely the Socioeconomic Registration (Regsosek), the Integrated Social Welfare Data (DTKS), and the Program for Accelerating the Eradication of Extreme Poverty (P3KE). The data serves as a reference for distributing social assistance and implementing government interventions.
However, Iqbal acknowledged that data errors may still occur, including cases where residents who are eligible for assistance are not included in the data, while those who are not eligible are included.
"The Social Affairs Minister himself has also said that exclusion and inclusion errors may occur in DTSEN. That's understandable because this is a new system," he noted.
To strengthen data governance, the Jakarta Social Affairs Agency is drafting a gubernatorial regulation on DTSEN governance. The regulation will cover data management, assistance with data updates, data use, information systems, as well as monitoring and evaluation.
The drafting of the regulation also involves several agencies, including the Social Agency's Data and Information Center (Pusdatin), the Social Assistance Registration and Data Management Unit (Pendamsos), the Jakarta Empowerment, Child Protection, and Population Control (PPAPP) Agency, the Health Agency, and the Communication, Informatics and Statistics Agency (Diskominfotik). The team is also accelerating decile data updates and handling social assistance complaints through a self-service application, which is targeted to begin regular operations in October.
Iqbal hopes the regulation will serve as a guideline for all agencies in addressing data-related issues in the community, including a mechanism for submitting objections to decile classifications at the local level.
"We hope this Pergub on DTSEN governance can serve as a single reference and guideline for us at the Jakarta Provincial Government in following up on all the issues that arise in the community," he said.
